AS4242420144: Register /64 P2P IPv6 network ONLY for use when doing eBGP peering. 
Notes:
- registered with origin AS0 to avoid it being routed. (I.e. intentionally fail ROA validation!)
- registered with max-length 128 according to notes in RFC 6483 section 4.
