Add /31 IPv4 peering subnets, IPv6 /127 peering subnets, and DNS zone reservation for bgt.dn42

Browse source 
- Added two IPv4 /31 subnets under 172.21.64.224/27 for point-to-point peering
- Assigned six IPv6 /127 subnets from fd71:973c:d3dc::/48 for peering interfaces
- Updated inetnum and inet6num objects with ASSIGNED status
- Added domain reservation: bgt.dn42 (no nameserver defined yet)
- Confirmed no conflict with existing allocations
- Updated mnt-by and maintainer references to BGT-MNT
- Signed and verified PGP key object for BGT-DN42
